The School Approval Process


Board approval of your massage school is required prior to offering a massage program, as the approval process ensures that your school is offering a course of study that meets minimum education requirements for Florida licensing and authorizes your graduates for the Massage and Bodywork Licensing Examination (MBLEx).

Applying for School Approval

If you are a private, postsecondary institution who is not currently licensed by the Commission for Independent Education (CIE)

If you are a new private, postsecondary institution seeking approval to offer a massage program and are not currently licensed by the CIE, apply for your license with the CIE before applying for approval through the Board of Massage Therapy.

If you are a private, post-secondary institution who is currently licensed, provisionally or annually by the CIE, or have already applied for your license with the CIE

  • Prepare all required documentation in support of your application:
    • Proof of license with the Florida Department of Education, Commission of Independent Education for private, postsecondary schools. Submit either a copy of your license, or the order which grants your provisional or most recent annual license.
    • Program curriculum, course catalog or course descriptions for the course of study to be offered.
    • Program Hour Requirement Worksheet to identify which courses meet the subject area hour requirements required for approval.
      The program hour requirement worksheet must reflect the same courses and course lengths as provided in your curriculum, course catalog, and course descriptions.
    • Sample transcript and sample diploma. The sample transcript must meet proof of graduation requirements set forth in Rule 64B7-32.002, Florida Administrative Code.

If required documentation is not supplied, you will receive correspondence which includes a list of all items which are needed to complete your application. If you provided an email address, this correspondence will be sent to the email address on your application.

Once all documents are received, your proposed course of study will be reviewed to confirm that it meets minimum education requirements.

Your application will be considered incomplete and you will be asked for revised documentation if:

  • The course of study does not meet minimum subject area hour requirements.
  • Program curriculum, course catalog, or course descriptions do not adequately address required subject areas, or present inaccurate or inconsistent information.
  • Supporting documentation is inadequate or inconsistent.
  • Supporting documentation indicates your program will not operate in compliance with Chapters 456 and 480, Florida Statutes, Rule 64B7, Florida Administrative Code, or the statutes and rules governing the licensing of the school.

Applications for board approval may be presented to the board for review if submitted revisions fall below minimum education requirements, or do not demonstrate compliance with Chapters 480 and 456, Florida Statutes, Rule 64B7, Florida Administrative Code, or the statutes and rules governing the licensing of the school.

If you are a public postsecondary institution in Florida

Minimum requirements for approved massage schools as set forth in 64B7-32.003, Florida Administrative Code are less stringent than what is required by the Florida Department of Education curriculum framework. Receiving approval does not mean that all Department of Education requirements are met for the course of study you intend to offer.

  • Prepare all required documentation in support of your application:
    • Program curriculum, course catalog or course descriptions for the course of study to be offered.
    • Program Hour Requirement Worksheet to identify which courses meet the subject area hour requirements required for approval.
    • Sample transcript and sample diploma.
      The sample transcript must meet proof of graduation requirements set forth in Rule 64B7-32.002, Florida Administrative Code.

If you are a public or private institution in another state, territory or jurisdiction

The Florida Board of Massage Therapy does not have jurisdiction to approve schools in other states, territories, or jurisdictions. Applications received for schools outside of Florida will be administratively cancelled.
